Four learning cycles
A learning cycle is a six-month phase of the PROSPECT programme, comprising online classes and one study visit. Four cycles are planned.
Local and Regional Authorities from LIFE eligible countries, as well as their energy and climate agencies, can submit their application on EUsurvey before the 24th of April 2026 EOD.

Through its peer-to-peer Capacity-Building Programme, PROSPECT equips authorities with practical tools to finance sustainable energy and climate projects, unlock innovative financing schemes and reduce dependence on public grants.
Delivered in multiple languages, the programme blends online sessions, peer learning and study visits into a modular, implementation-focused approach designed to generate real results.
